Norman E. Barth, 83, executive director of Lutheran World Relief from 1981 to 1993, died Nov. 15.
He "was principled and pragmatic, willing to ruffle feathers when necessary to deliver humanitarian aid more effectively," said Kathryn Wolford, LWR president from 1993 to 2007.
He led LWR in a shift "from doing the work directly to supporting local and often nascent nongovernmental organizations, back when that was considered risky and rare among international aid groups," Wolford said.
During his tenure, LWR became the first faith-based agency to receive the Presidential End Hunger Award in 1986.
