Abbey Fisher of Lutheran Social Services of South Central Pennsylvania told community members in York, Pa., there's a stereotype of low-income people as being irresponsible and unmotivated, only looking for handouts.
Fisher works with York County Circles Initiative, which helps people overcome poverty. "The voice of people living in a low-income situation is not being heard in the community and nation, so decision-makers who have these stereotypical attitudes toward these folk develop program guidelines and policies that really don't help," she said.
