Russian religious leaders expressed concern after a June bombing attempt on a synagogue in Tver, Russia.
It was the second major incident targeting Jews in the last two years in a region that has experienced difficulties with skinheads and other extreme nationalists.
In 2009, extremists damaged more than 140 tombstones in the Jewish section of the city cemetery.
Muslim leader Farit Batyrgareyev said Muslims and Jews in the city work closely together, and the bombing attempt was "a direct threat and insult" to all believers.
