Ninety-six percent of those who die in La Crosse, Wis., have living wills. As a result, Bud Hammes, the medical ethicist who began a living will program at Gundersen Lutheran Hospital, said health-care costs are lower at that institution. A Nov. 17 National Public Radio feature reported that the cost of care in a patient's last two years is lower at Gundersen than in any other place in the U.S.
