Stacking the deck?

Church council elections need open nominating process

Our pastor has developed a list of members "eligible" for council. Three are asked to run for each office. The congregation does not approve the slate nor are nominations taken from the floor. This method seems to be used to avoid having anyone on council who is not of like mind with the pastor. Is this how elections are held in most Lutheran churches?
