In a March 21 message sent to a Bangkok, Thailand, meeting on caste-based discrimination, Ishmael Noko, general secretary of the Lutheran World Federation, called governments that allow caste discrimination “incompetent to govern.”
He said governments that “ignore the issue are accomplices to the systemic violations of human rights.”
Conference participant Zephania Kameeta, bishop of the Evangelical Lutheran Church in the Republic of Namibia, said Dalit (untouchables) people in South Asia face a situation similar to apartheid.
