Religious and peace groups offered both praise and criticism for a nonbinding U.N. agreement on small arms.
Rebecca Peters, director of the London-based International Action Network on Small Arms , called the pact “a significant step forward” in tackling the illicit arms trade.
James Cairns, program director at the New York-based Religions for Peace, called the agreement, which doesn’t address ammunition or require countries to mark firearms at the point of import, a “mild outcome.”
