A June 13-14 ELCA consultation on disaster planning and preparedness brought together ELCA members from across the country and the U.S. Virgin Islands to discuss disaster preparedness for low-income communities.
Loretta Horton, ELCA director for poverty ministries networking, said, “Low-income communities are already under assault” before a natural disaster strikes.
They’re affected by racism, classism, disinvestment and a lack of resources, she added.
Kevin A. Massey, director of Lutheran Disaster Response, called the consultation “groundbreaking.”
