Bishops question if Lutheran Brotherhood trying to be a church

Concern about whether increasing Lutheran Brotherhood assistance to congregations infringes on ELCA programs surfaced during nearly three hours of dialogue in March between the ELCA's 66 bishops and officials of the Minneapolis-based fraternal benefit society.
