Texas advocate focuses on recruitment

Wanted: More foster families

The need for foster homes for abused and neglected children has never been greater, but nationally the number of people volunteering to be foster parents continues to decline.

Recruiting and retaining foster families is Irene Clements' latest challenge. It's a professional and personal concern. Clements is associate vice president for family services with Lutheran Social Services of the South Inc., Austin, Texas, and has been a foster parent for 27 years. She and her husband, Bill, have fostered 127 children and adopted four.
