The ELCA Conference of Bishops in October affirmed the Church Council's July action "to seek a pastoral means of implementing Called to Common Mission" that allows for the possibility of ordinations without the presence of a synod bishop.
The council had directed its legal and constitutional review committee to submit to its November meeting proposed bylaw amendments that would "allow a synodical bishop, in unusual circumstances and with appropriate consultation, to authorize another ELCA pastor to preside at an ordination." The bishops forwarded three suggestions to the committee, recommending:
