Foot washing a sacrament?

Christ's example of servanthood intended for all

Why is foot washing in John 13 not a sacrament for Lutherans? Humility and service in leadership is a grace esteemed by Jesus, as Paul urges in Philippians 2:5-11. If any act should be "reserved" for clergy, foot washing is it.
