Does the ELCA face a clergy shortage?

When ELCA bishops met in February 1998 to assign seminary grads to their first call, the graduates filled only about half the available calls.

But statistical analysis by the ELCA Department for Research and Evaluation found that while the church has less clergy overall, there are fewer parishes to serve. Supply seems to be keeping in step with demand.
