Freshman Rep. Walter Capps, a Democrat serving California's 22nd Congressional District, and a member of Grace Lutheran Church, Santa Barbara, Calif., died Oct. 28 of a heart attack. He was 63.
Capps, a professor in the religious studies department of the University of California, Santa Barbara, and an author of 14 books, had just arrived in the capital as the House prepared to vote on a defense authorization bill and other issues.
In a statement, President Clinton said Capps "brought constant values, a rare perspective and a sense of moral grounding that public life too often lacks, and will sorely miss."
Capps was the first Democrat elected since World War II in California's 22nd District.
