Making sure that deaf people aren't left out is first on the agenda for Lockard, who this year became the first culturally deaf person to be ordained in the Evangelical Lutheran Church in America. Lutheran deaf congregations have grown under the leadership of pastors who speak American Sign Language, but Lockard is the first pastor who grew up as a deaf person.
